Rome. September 10, 1941 [according to the postmark]. 

While Operation Barbarossa was being deployed on the Russian front at Hitler's initiative, Mussolini, a loyal ally of the Third Reich, was reorganizing Italian rail traffic.

 

"Prefects of Pesaro. Inform those concerned, and in particular the Podestà of Fossombrone, that as of today, I have given orders to immediately resume the operation and financing of the Fano-Germignano railway line. Mussolini."
