Your Excellency, the Duke of Campochiaro and of St. Theodoro have informed me of the kind welcome you extended to them, for which I thank you. I was not surprised, as I have long known your feelings for me. I expect further proof of this in this situation, which will have such a great influence on the political well-being of my subjects. I do not hesitate to declare that if His Majesty [Napoleon] persists in his plan, the prosperity I promised to the people entrusted to me by the Emperor will be lost. I hope he will be struck by our predicament and will not wish our ruin. Is it possible that the Emperor, who knows only how to do good, would deviate in this instance from this benevolent principle—to want to free trade from customs duties is to want to drain all our resources?
