" The Minister of War writes to me, citizens, that he has forwarded to you the request made by Mr. Vissière the Elder, a merchant in Lauserte, for a commission to sell gunpowder . This request is supported by a certificate from the municipality attesting to his good character. I myself hasten, based on the information I have gathered about him, to offer him the same testimony. I ask you to consider his request and to inform me of the outcome of your decision. Yours sincerely."

right-hand man from the first Consulate , Lacuée was a member of the Council of State, and was tasked with presenting several military organization projects to the Legislative Body.

In 1803, he became president of the war section of the Council of State, then governor of the Polytechnic School and member of the Academy of Moral and Political Sciences.
